We present to your attention an overview of changes in the legislation of the Republic of Kazakhstan as of November 2025.

 

      According to the Government of the Republic of Kazakhstan's Draft Law Plan for 2025, approved by the Government of the Republic of Kazakhstan on December 27, 2024, No. 1132, the following draft laws will be submitted to the Parliament of the Republic of Kazakhstan in November 2025: 

  • "On Rating Activities";
  • "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Alternative Energy Sources";
  • "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of the Telecommunications Market and Data Processing Centers";
  • "On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Rating Activities".

 

 

Investment Policy and Financial Sector Development

 

      In accordance with the Decree of the President of the Republic of Kazakhstan dated October 13, 2025, No. 1042 "On Measures to Implement the Address of the Head of State to the People of Kazakhstan dated September 8, 2025, "Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation," a decree will be signed by the President of the Republic of Kazakhstan to transform the Asset Recovery Committee of the General Prosecutor's Office of the Republic of Kazakhstan into the Investor Protection Committee of the General Prosecutor's Office of the Republic of Kazakhstan.

 

Subsoil Use

 

      In accordance with the Order of the Prime Minister of the Republic of Kazakhstan dated February 23, 2018, No. 20-r, the Ministry of Energy of the Republic of Kazakhstan will adopt an order in November of this year "On Approval of the Regulations on the Central Commission for Mineral Resources of the Republic of Kazakhstan."

 

Trading activities

 

      In accordance with the order of the Prime Minister of the Republic of Kazakhstan dated May 17, 2024, No. 68-r, the following orders will be issued in the field of trade activities: 

  • Order of the Ministry of Trade and Integration of the Republic of Kazakhstan "On Amendments and Additions to the Order of the Acting Minister of National Economy of the Republic of Kazakhstan dated March 27, 2015, No. 264 "On Approval of the Rules for Internal Trade";
  • a joint order of the Ministry of Agriculture of the Republic of Kazakhstan, the Ministry of Trade and Integration of the Republic of Kazakhstan, and the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan "On Amendments and Additions to the Order of the Minister of Agriculture of the Republic of Kazakhstan dated July 29, 2019, No. 280 "On Approval of the Standard Rules for Implementing Price Stabilization Mechanisms for Socially Significant Food Products";
  • a joint order of the Ministry of Trade and Integration of the Republic of Kazakhstan and the Ministry of National Economy of the Republic of Kazakhstan "On Amendments and Additions to Order No. 49 of the Minister of National Economy of the Republic of Kazakhstan dated February 1, 2016, "On Approval of a Checklist for Compliance with the Legislation of the Republic of Kazakhstan on the Regulation of Trade Activities";
  • Order of the Ministry of Trade and Integration of the Republic of Kazakhstan "On the repeal of Order No. 282 of the Acting Minister of National Economy of the Republic of Kazakhstan dated March 30, 2015, "On Approval of the Rules for Setting Threshold Values of Retail Prices for Socially Significant Food Products and the Maximum Permissible Retail Prices for Them".

 

Sanitary and epidemiological well-being of the population

 

      On November 1, 2025, Order No. 493 of the Minister of Internal Affairs of the Republic of Kazakhstan dated July 4, 2025 "On Approval of the Rules for Providing the State Service 'Issuance of a Sanitary and Epidemiological Certificate on Compliance of an Object of High Epidemic Significance with Regulatory Legal Acts in the Field of Sanitary and Epidemiological Well-Being of the Population at Facilities of the Internal Affairs Bodies of the Republic of Kazakhstan' is put into effect.
